Competitiveness Assessment Tool (closed)

This consultation has concluded.

The Competitiveness Assessment Tool (CAT) is being developed to assist federal regulators to assess the impacts of their regulations on the competitiveness of Canadian businesses.

As regulators are developing or updating regulations to meet the objectives of the individual regulations (e.g., protecting the environment, health and safety), the CAT outlines considerations to limit unintended impacts on the competitiveness of Canadian businesses.

The CAT brings into one ‘checklist’ key considerations that Canadian businesses told us can create negative impacts on competitiveness. The intent of this tool would be for regulators to identify opportunities to improve competitiveness at any stage. The CAT stemmed from a January 2021 recommendation from the External Advisory Committee on Regulatory Competitiveness (EACRC). The deck provides additional information on the background and objectives of the tool.

Who should participate

We are seeking feedback from:

  • Business and industry associations
  • Sector-specific industry associations
  • Businesses (including small and medium-sized enterprises)
  • Other organizations interested in competitiveness issues


Share your thoughts

We are seeking your feedback on the CAT using the tools found below.

  • Under “Suggestions”, you can create suggestion cards with your ideas on potential considerations. You can also comment on suggestion cards and ‘like’ those that you agree with.
  • Under “Your role”, you can provide more detailed responses on your role in the CAT. You can reply to existing comments.
  • Under “Importance of considerations”, you can select the competitiveness consideration that should be top of mind to regulators and tell us why.
  • Under “Questions”, please share any questions that you have on the tool for us.

Feedback gathered will compliment views shared by industry associations and other organizations through discussions with the Agile Regulations Table and other forums.

Comments submitted, including usernames, are intended to be made public in the official language in which they were received.

Comments received will be taken into consideration for potential updates to the CAT. We may follow-up with you to explore your input in more detail and may share your comments with other teams or departments, where relevant. Input received that falls outside of the scope of this consultation will be shared with the relevant regulator(s) for their information.
